I have the EP11-H too. You're correct that the maximum charge current is set dynamically based on the lowest cell temperature. The thresholds are something like this:
<0ºC: 0 A
0 to 5.9ºC: 2 A
6 to 10.9ºC: 5.5 A
11 to 15ºC: 10 A
15 to 20ºC: 15 A

Following up on this, in case it helps anyone else in future.
I raised it with my installer, who consulted with Fox. There were two main actions that now mean I have a functioning battery heating system (just in time for the weather to warm up :P):
