The inverter won't start up unless the safety code has been set correctly, as this governs how the inverter operates in that country.

I'm not sure what your location is, but the safety code needs to be set for that location - here in the UK it is G98 or G99 but it is different throughput Europe.

I'm sorry I don't know the answer to that one, you could contact Foxess support and ask them what is the best setting, or start by using the German safety code VDE ARN4105

The voltage to the inverter comes from the inverter, there is no voltage that I did not enter in the settings

Can you provide a bit more information please, which inverter is it?, does it have batteries?.

What does the screen on the inverter show, or if you have the app what is the real time data screen showing (a screen shot would be helpful)

Do you have any error logs on the inverter ?.
