Force Discharge capping PV?

Looking over the history, this seems to have been happening for a while. I'm on Octopus Intelligent Flux (VPP) so they are controlling my battery. During a FD period, it looks like PV is being capped based on the FD Power and inverter limit. So, on my 5kW inverter, when they set the FD power to 5kW it means the PV is all but completely shut off (goes to about 120W) - see first two FD periods 1000-1030 and 1200-1230.
When the FD power is set to 3.5kW, the PV gets capped to 1.5kW - second two FD periods 1230-1300 and 1330-1400.
Is this 'normal' and anyone know if they're planning to correct it? Surely the PV should be used first before discharging the battery? I'm essentially throwing away several kWh a day.
