h3-5.0kw smart inverter

I was recently sold this inverter (and 40kwh battery) to upgrade my existing 12.6kw array. Now, on the day before installation, I find that this inverter is supposedly required (by SA Power Networks) to be throttled to 1.5kwh of export to avoid 'flooding the grid' in high generation hours. This foils my plan to VPP my excess storage and makes the inverter unsuitable to my needs. My current 3 phase inverter is not affected in this way. Oddly, this SA Power Networks 'safety' requirement can be overcome by spending another $1k to upgrade to a 10kw inverter. It should be noted that special hardware must be installed to the 5.0 inverter to enable the throttling That doesn't make sense to me. Can anyone shed some light on this for me?
